County Utilities Seeks Public Comments for Draft Phase of System Development Fee Analysis

Feedback to help shape upfront charges for sewer in Durham

Durham, N.C. – The public is invited to provide their input regarding upfront sewer system development fees (SDFs) for Durham County customers tributary to the Triangle Wastewater Treatment Plant. The Utilities Division of the Durham County Engineering and Environmental Services Department is working with Willdan Financial Services to analyze these fees in order to ensure compliance with the North Carolina House Bill 436 (HB 436). The public comment period is now open and will end on Monday, May 1, 2023, at 11:59 p.m.

 

North Carolina HB 436 is an act to provide uniform authority to implement system development fees for public water and sewer systems in North Carolina and to clarify the applicable statute of limitations. An SDF is a one-time charge assessed against new development to recover a proportional share of the costs of capital facilities constructed to provided service capacity for new customers connecting to the water and sewer systems.

 

Residents interested in submitting a public comment on the recent SDF analysis or future plans for Durham County’s SDFs, should email utilities@dconc.gov and include “System Development Fee Analysis” in the subject line. A draft copy of the SDF analysis and additional information about the public comment period can be found on the County’s Utilities Division webpage.
