Durham, N.C. – Durham County Government has announced that applications to receive American Rescue Plan Act (ARPA) funds opened on Tuesday, July 5, 2022, and will remain open until Monday, August 15, 2022 at 5 p.m.
In March 2021, President Biden signed the American Rescue Plan Act (ARPA). Of the $1.9 trillion package, Durham County will receive $62,445,275, funding must be obligated by December 31, 2024. In addition, all funds must be expended to cover obligations and all work must be completed by December 31, 2026.
On May 4, 2022, the Board of County Commissioners (BOCC) adopted a framework on how funds would be allocated to align with United States Treasury Guidelines. Based on the adopted plan for ARPA funds use, Request for Proposals (RFPs) will occur in various phases to ensure dollars are expended within the United States Treasury prescribed timeline.
Nonprofit organizations can apply for funding in the following categories:
- Capacity Building and Technical Assistance for Child Care
- Expanding Access to Affordable Child Care
- Improving Child and Family Social Emotional and Mental Health – Children Ages 0-12
- Improving Youth and Family Social Emotional and Mental Health – Youth Ages 13-24
- Youth Enrichment Activities
- Maternal Health Support
- Crime Intervention

Additional RFPs will occur in upcoming months with emphasis on Affordable Housing and Homelessness, Behavioral Health and Health Equity, Workforce and Economic Development, Food Security, and other priority areas. Some of the areas may be supported through local funds as outlined in the BOCC Adopted ARPA Plan framework.

Potential applicants must attend a mandatory one-hour orientation in order to gain access to the link to apply for funding. The three virtual session options available to interested applicants will occur Monday, July 11 from 10:30-11:30 a.m.; Thursday, July 14 from 2 to 3 p.m., Monday, July 18 from 10 to 11 a.m., and Monday, July 25, from 10 to 11 a.m.
