BOCC Regular Session Highlights from March 11

Durham, NC – The Durham Board of County Commissioners met at 7 p.m. on Monday, March 11, 2013, and considered an agenda that included the following highlights:

The Durham County Board of Commissioners recognized County Engineer Glen Whisler with the “Anchor Award” for his stellar performance in the implementation of the County’s Capital Improvement Plan. The award was presented just one day after the official opening and dedication of the $120 million Durham County Justice Center on Sunday, March 10. Whisler has managed multiple building and renovation projects over the past 10 years totaling more than $1 Billion dollars. He is credited with excellent project management skills, and for saving the County hundreds of thousands of dollars in unnecessary costs through his personal attention to project details.

The Board of Commissioners approved an Interlocal agreement with the City of Durham for a Joint Disparity Study. In an effort to solicit bids and avoid duplication by consultants, the City and County will jointly solicit proposals from qualified firms to conduct the study and recommend modifications and adjustment to one or both of the programs. The County will be responsible for handling the bidding process, in cooperation with City staff, which will have input on a selected vendor. The City will fund one half of the cost of the joint study.

The Board adopted a resolution authorizing the Research Triangle Regional Public Transportation Authority to levy an additional $3.00 vehicle registration tax on motor vehicles registered in Durham County.

The Board conducted a Public Hearing concerning an increase in Durham’s vehicle registration fee. The Board approved a resolution that will levy a $7 dollar vehicle registration tax on motor vehicles registered in Durham County. The increase will be collected on the first day of the sixth calendar month after adoption of the resolution.

The Board of Commissioners approved the proposed Interlocal Agreement with the City of Durham, the City of Raleigh and the Town of Chapel Hill and the proposed Implementation Agreement with the Durham-Chapel Hill-Carrboro Metropolitan Planning Organization (MPO) and the Research Triangle Regional Public Transportation Authority (TTA) both regarding the administrative distribution and use of the $7 Vehicle Registration tax, subject to non-substantive changes by the County Attorney.

The next regular session of the Durham Board of Commissioners will be held at 7 p.m., on April 8.
